If we look at some facts (or as close to facts as we can get, from torstatus.net):

- The Restoration Zone, 18th least populated server in EU-GER -> Jar’Kai Sword, 17th least populated server in EU-GER
- Phateem Halls of Knowledge, 6th least populated server in EU-FRA -> Mantle of the Force, 2nd most populated in EU-FRA
- Mecrosa Order, least populated server in EU-FRA -> Darth Nihilus, 3rd least populated server in EU-FRA

Again, nothing says that torstatus.net is accurate, but it’s all we’ve got for any metrics on this.
Looking at the US RP-PVE populations, Shien is the second smallest RP server. Ebon Hawk is the largest, and Lord Adraas is the second largest. Make your guesses as you will.
